Known limitations

No public hourly archive. The anchor here is unusual and worth flagging: SO UPS publishes monthly DPM VIE renewable-integration reports for 2024 (so-ups.ru/functioning/markets/surveys/renewable/2024/) that document specific Kola Peninsula wind dispatch limit events — 84 MW capped in September, 77 MW capped in November — totalling roughly 0.07 TWh/yr equivalent annualised. The loader emits a flat 24/7 shape (kind: "flat" in statics.json.ts) because the underlying constraint is a transmission-export limit, not a diurnal pattern. T3-modelled, ±40% envelope. This is the only Russia-specific renewable curtailment number that survives the post-2022 access restrictions in document form, so it carries through as a small but anchored estimate distinct from russia-mainland (hydro spill) and w-siberia (flare).
